A git checkout has no scan.c, and generating it takes a flex that is already installed. Someone whose system has none had to build a release by hand first. Add tools/bootstrap-flex, which downloads the previous release, checks it against a pinned SHA-256, and installs it in a prefix. List it in tools/Makefile.am, and point INSTALL.md at it. Add a NEWS entry.
