Jelle Raaijmakers db6d067e17 CI+Meta: Build .deb and .rpm packages in the Build Release workflow

Build Release only produced tarballs for Linux. Package the same
binaries as ladybird .deb and .rpm packages that install into
/opt/ladybird like other browsers do, adding only a ladybird command,
the desktop integration and the metainfo to /usr. Their debug symbols
go into ladybird-dbgsym and ladybird-debuginfo packages under
/usr/lib/debug/.build-id, following Debian and Fedora. Release suffixes
become a tilde in package versions and in the metainfo, so that
2026.12.3~beta sorts before 2026.12.3 there, and rpmbuild compresses
with multithreaded xz instead of its single-threaded default.
