itsmattkc 4482b77b83 gui: improve power state handler 
Fixes bug where power state would be retrieved every frame, causing unnecessarily high power usage.

Also, don't send "unknown" power state so the Wii U doesn't nag the user about it.

rinsuki f427861f91 fix: windowed config/flag was ignored at startup, even VANILLA_GUI_ENABLE_WINDOWED is enabled (#368) 
main.c forces fullscreen if VANILLA_GUI_ENABLE_WINDOWED is not defined at build time, but d9f16d4802 moves almost everything other than main.c to `vanillagui` target, so main.c now wouldn't get VANILLA_GUI_ENABLE_WINDOWED anymore.
